JOMBANG, SWARAJOMBANG.com – Pemerintah Kabupaten Jombang melalui Bagian Perekonomian, belum lama ini melaksanakan sosialisasi ketentuan perundang-undangan di bidang cukai di tempat wisata sekaligus penginapan Kampoeng Djawii Dusun Gondang, Carangwulung, Wonosalam, Kabupaten Jombang, Jawa Timur. Kegiatan sosiali selama dua hari itu diikuti seluruh Kepala Desa di 3 Kecamatan yakni Kecamatan Bareng, Wonosalam dan Mojowarno.
Dihadiri Wakik Bupati (Wabup) Sumrambah, Sunaryo Kepala Kantor Bea Cukai Kediri, dan Widodo Wiji Mulyono Kasi Intelijen dan Penindakan Kantor Bea Cukai Kediri, Rahmad Abidin Anggota DPRD Jombang serta sejumlah kepala Organisasi Perangkat Daerah (OPD) Kepala bagian perekonomian Aminatur Rokhiyah mengatakan, sosialisasi aturan di bidang cukai penting untuk terus digencarkan sebagai salah satu upaya mengoptimalkan barang kena cukai yang merupakan barang-barang tertentu karena mempunyai sifat konsumsi perlu dikendalikan, peredaran diawasi, pemakaian mempunyai dampak negatif kepada masyarakat atau lingkungan hidup, atau barang yang perlu dikenakan pungutan.
“Sosialisasi seperti itu adalah untuk bisa menumpas peredaran rokok ilegal, sehingga ke depan berdampak mengurangi kebocoran cukai dari hasil tembakau,” kata Wabup Sumeambah, Kamis (25/11/2021).
Ia berharap, dengan sosialisasi tersebut bisa disampaikan ke masyarakat tentang rokok ilegal. Karena peran kepala Desa adalah menyampaikannya kepada masyarakat. “Ada tiga ciri khas rokok ilegal, satu tidak berlabel pita cukai, yang kedua pita cukai untuk SKT dibuat untuk SKR, dan yang ketiga pita cukai yang pernah di pakai dipakai lagi,” tambah Sumrambah.
Menurut dia, pendapatan cukai rokok di Indonesia total tahun lalu kisaran Rp 170 triliun, sementara pendapatan negara sekitar 110 triliun. Jadi, kata dia, 14 persen pendapatan negara ditopang cukai rokok. “Perkiraan setahun orang Jombang ini memberikan kontibusi kepada APBN yang dari rokok saja itu Rp 750 miliar,” kata Sumrambah.
Mengacu Undang-Undang RI nomor 39 tahun 2007 tentang Cukai di pasal 54 bahwa setiap orang yang menawarkan, menyerahkan, menjual, atau menyediakan untuk dijual barang kena cukai yang tidak dikemas untuk penjualan eceran atau tidak dilekati pita cukai atau tidak dibubuhi tanda pelunasan cukai lainnya sebagaimana dimaksud dalam Pasal 29 ayat (1) dipidana dengan pidana penjara paling singkat 1 (satu) tahun dan paling lama 5 (lima) tahun dan/ atau pidana denda paling sedikit 2 kali nilai cukai dan paling banyak 10 kali nilai cukai yang seharusnya dibayar. Pasal 56 juga disebutkan, setiap orang yang menimbun, menyimpan, memiliki, menjual, menukar, memperoleh, atau memberikan barang kena cukai yang diketahuinya atau patut harus diduganya berasal dari tindak pidana berdasarkan undang-undang ini dipidana dengan pidana penjara paling singkat 1 tahun dan paling lama 5 tahun dan pidana denda paling sedikit 2 kali nilai cukai dan paling banyak 10 kali nilai cukai yang seharusnya dibayar.
DBHCHT yang diterima pemerintah daerah sangat berperan penting dalam pembiayaan di berbagai sektor. Diantaranya sektor kesehatan, penegakan hukum, dan kesejahteraan petani maupun pekerja di sektor industri hasil tembakau disamping pemberantasan peredaran rokok ilegal. Dalam tiap sosialisasi, pihak Bea Cukai senantiasa mengedukasi masyarakat terkait ciri-ciri rokok ilegal, diantaranya ada lima yaitu, rokok polos atau tanpa pita cukai, rokok dengan pita cukai palsu, rokok dengan pita cukai bekas, rokok dengan pita cukai salah personalisasi dan rokok dengan pita cukai salah peruntukan.
